Definitions
Is defined in Wikipedia:
A telecentre is a public place where people can use computers with access to the Internet and other technologies to help gather information and communicate with others while developing digital skills. Each telecentre is different but all converging on the use of technology for social and community development, reducing isolation, make contacts, promote health issues and create economic opportunities. Telecentres exist in almost all the world and are sometimes known under different names (eg rural knowledge centers, telecentres, community technology centers, community multimedia centers or school telecenters).
In addition we understand community telecentres as access devices (shared) of the ICT community and its services, allowing to exploit its potential for human development and social communities. Call centers may be owned by the community, government, private business or not, but everyone should have a social mission or objective. They are usually located in poor rural areas or in marginal urban areas where private operators do not see traditional service benefit in providing access to ICTs.
