Regional Workshop of the Caribbean Community Telecentres July 20-22, 2006 Santo Domingo - Dominican Republic

The Foundation Taiguey to secured the support of several institutions to organize a Regional Workshop Community Telecentres. The 3-day workshop convened in Santo Domingo as of 20-22 July 2006, at around 30 players in the Caribbean Community Telecentres, with the objective of structuring a regional framework for exchange, learning and collective action. The aim is to contribute to the consolidation of these initiatives as tools for human development in rural communities and / or marginal urban areas in which the operate.
The workshop is organized by Foundation TAIGUEY, with the collaboration and support of Telcentres.org (a project of IDRC, SDC and Microsoft), the Institute for Connectivity in the Americas (ICA), the UNESCO regional office, the INDOTEL (government the Dominican Republic) and the consortium CARISNET.org.

A telecentre is a public place where people can use computers with access to the Internet and other technologies to help gather information and communicate with others while they develop digital skills. Each telecentre is different, but all converge on the use of technology for social and community development, reducing isolation, create contacts, promoting health issues and create economic opportunities. Telecentres exist in almost everyone and are sometimes known under different names (eg rural knowledge centers, infocentres, community technology centers, community multimedia centers or telecenters school).
Also, we understand the community telecentres as devices to access (share) of the ICT community and its services, enabling their potential for human social development of communities. Telecentres can be owned by the community, government, private business or not, but everyone must have a social mission or objective. They are generally located in poor rural and marginal urban areas, where traditional private service operators do not see benefit in providing access to ICTs.
Caribbean countries and territories considered: Antigua, Barbados, Bahamas, Belize, Bermuda, British Virgin Islands, Cayman Islands, Cuba, Dominica, Dominican Republic, Jamaica, Haiti, Guadeloupe, Guyana, French Guiana, Grenada, Martinique, Montserrat, West Indies Netherlands, Puerto Rico, Trinidad and Tobago, St. Vincent and the Grenadines, St. Lucia, St. Kitts and Nevis, Suriname, USVI.
Goal:
Contributing to the consolidation of the Caribbean Community Telecentres (see definition below) as a tool for human development in rural communities and / or urban fringe.
Specific Objectives:
1. Identify active initiatives in the Caribbean region (of all kinds: NGOs, academic, private, government, throughout the Caribbean)
2. Identify and analyze together the challenges and needs of these initiatives
3. Collectively identify what could be handled by a regional initiative and that way;
4. Set the scene and the steps to follow for a permanent regional structure for exchange and collaboration.
Participants
or will be invited about 30 people working directly on initiatives (promoters and managers of call centers, researchers, donors)
o look for the priority / as who are involved / as in ongoing operations.
or will be given to the / os who are in support pro-activos/as preliminary study.
o The selection criteria have to undertake, as far as possible, a diverse and balanced sample:
or sectors (private, NGO, government, etc..)
or English-speaking participants, French, Spanish, and Netherlands
or methodologies, development approaches and different models of telecentres.

Few or plenary presentations, introductory group work that counted on facilitation, and every day with specific goals:
or Day 1: Introduction to the Study. Identify common needs and priorities of the actors in the field;
or Day 2: Other networks, experiences. What can be addressed collectively and regionally?
or Day 3: Next Steps. How do you organize? Commitments for the next phase.
