Definitions
Wikipedia defines:
A Public telecentre is a place where people can use computers with Internet access and other technologies that help gather information and communicate with others while developing digital skills. Each telecentre is different but they all converge on the use of technology for social and community development, which reduces the isolation, creating contacts, promoting health issues and create economic opportunities. Telecentres exist in almost all over the world and are sometimes known under different names (for example rural knowledge centers, infocentres, technology centers, community centers or community multimedia telecentres school).
In addition we understand the community telecentres as devices to access (shared) of the community to ICT and its services, allowing their potential for human and social development of communities. Telecentres can be owned by the community, government, private business or not, but everyone should have a social mission or objective. They are usually located in poor rural areas or in marginal urban areas, where traditional private operators of the service do not see benefit in providing access to ICTs.
