Definitions
Is defined in Wikipedia:
A telecentre is a public place where people can use computers with access to the Internet and other technologies to help gather information and communicate with others while they develop digital skills. Each telecentre is different, but all converging on the use of technology for social and community development, reducing isolation, create contacts, promoting health issues and create economic opportunities. Telecentres exist in almost all the world and are sometimes known under different names (eg rural knowledge centers, information centers, community technology centers, multimedia centers or telecenters school).
In addition we understand community telecentres as access devices (shared) of the ICT community and its services, enabling to exploit its potential for human development and social communities. Telecentres can be owned by the community, government, private business or not, but everyone should have a social mission or purpose. They are generally located in poor rural areas or in marginal urban areas, where private operators do not see traditional service benefit in providing access to ICTs.
