Event will bring together regional CIVIC 2.0 50 stakeholders from different sectors

Taigüey Foundation, who coordinates the project CARISNET 2 to support the development of the Caribbean Community Virtual Actors / Actresses ICT (CIVIC) organizes from 11 to 14 November 2008 Civic 2.0 a regional event and multi-sectoral Technology Information and Communication Technologies (ICTs) for development and regional integration. The main component of the event is "Consultation CIVIC" that contribute to the development of a 2-3 year strategic plan of the CIVIC community to meet the challenges we have in the field of ICTs for development in the Caribbean (such as capacity for better public policy advocacy, better production of knowledge, enhanced project management TICpD, but regional cooperation projects, etc.) but will have two days before training seminar TICpD policy design, and a day management training of thematic channels of Web 2.0 (and moderation and facilitation of thematic subgroups). 1 About the event

CIVIC 2.0 event has 3 main components:

  • The main component is "Consultation CIVIC" that contribute to the development of a 2-3 year strategic plan of the CIVIC community to meet the challenges we have in the field of ICTs for development in the Caribbean (such as ability to better public policy advocacy, best production of knowledge, enhanced project management TICpD, but regional cooperation projects, among others).

- The two others are:

  • Two-day training seminar in policy design TICpD
  • One day of training in management of thematic channels of Web 2.0 (and moderation and facilitation of thematic subgroups). This is also the opportunity to launch the new platform CIVIC 2.0

2 Location and structure of the event

CIVIC event will be held from 11 to 14 h of November 2008 at the Hotel Costa Caribe [1] Juan Dolio, Dominican Republic. The following activities are part of the event:

11 and 12 November Training Seminar TICpD policy design (30 participants)

November 12 A workshop for / as managers / volunteers as / as CIVIC 2.0 channel facilitation and moderation of focus groups on issues relevant to ICT for development

13 and 14 November CIVIC Consultations - extensive discussions that lead to the development of a strategic plan for CIVIC 2-3 years

3 More Consultation CIVIC

The objective of the consultation CIVIC is to define a work plan and internal mechanisms for:

  • Increase advocacy capacity of CIVIC in public policy at both regional and national
  • Increase research, production and dissemination of knowledge in subject areas relevant to the Caribbean TICpD
  • Increase the capacity of actors in the Caribbean in the conceptualization, design, implementation and evaluation of projects and TICpD programs
  • Increase regional collaboration in research and projects TICpD
  • Maintain the unique multi-sectoral composition CIVIC membership and increase participation of key actors not speaking Caribbean Anglo

4 More about the training seminar TICpD

This training seminar will cover design issues of ICT policies for the social, economic and cultural and political development of the ICT sector itself, as well as approaches and sector convergence. The content of the seminar supports the strategic objectives of capacity building and IDRC CIVIC-IDRC

The training seminar was held in collaboration with the organization TICpD Jamaica, and will be led by Dr. Elaine Wallace, consultant in ICT policy and regulation.,

The following areas will be covered during the two days:

  • ICT and development: as a concept TICpD
  • Context for policy design
  • Convergence of ICT, design of public policies
  • Global and regional networks of public policies
  • Divergence: digital divides in the global ICT environment
  • Transversal ICT policy: their integration into sectoral policies
  • Advocacy and Advocacy (Advocacy), TICpD in practice

5 More about training / as managers / volunteers as / as Civic Platform 2.0

CIVIC A channel is a subdivision within the CIVIC 2.0 Web platform and a subset of members who have a specific field of interest. One channel is built on a combination of Web 2.0 tools as a forum for discussion / specific mailing list and its archives, a reference library, publishing blogs, member pages, and other collaboration tools. Channels can be thematic (ICT for education, health, disaster management, the SMEs etc.), Lateral / process-oriented (design, implementation, evaluation, policy, advocacy etc.) Or geographical (country, sub- region):

The training / as managers / volunteers as / as the channel include:

§ manage your channel, including how to use content management interface, add resources, events, calendar, forums, translation tools, etc.. User-level management

§ Chairing and facilitating virtual groups, facilitation techniques (this is not just technical, but on the facilitation and social dynamics of virtual groups.

6 Financial aid

Fifty (50) CIVIC members receive financial support to cover the costs of their participation in training and consultation, with the financial support of the International Development Research [2] Canada (IDRC) to draft CARISNET 2

7 Languages ​​of the event

The consultation will be fully multilingual translation and interpreting in English, Spanish and French for several sessions. For the activities of groups will be supported by interpreters "whispering". The training will be in English, unless a significant group Anglophone not access and additional resources can be managed.

8 Organization

The event is organized on behalf of the CIVIC [3] by the consortium CarISnet [4] with the financial support of IDRC / ICA. The consortium is composed of 4 CarISnet Caribbean organizations: Foundation Taigüey (Dominican Republic) Sustainable Development Network of Jamaica - JSDN (Jamaica), DevNet (Guyana) and The Haitian Association for the Development of ICT - AHTIC (Haiti)

JSDN is in charge of setting the agenda and content, with the help of reinforcements team CIVIC volunteers, logistics Taigüey Foundation; AHTIC coordinate the development of the new CIVIC 2.0 platform to be presented at the conference.

An additional number of members / volunteers as is participating in the definition, configuration and event planning, virtual working groups and meetings.

They have hired an external consultant professional facilitation to support the objectives of the event. A report on each of the training sessions and the results of the conference will be compiled CIVIC as part of the event procedures

Annex 1: About the Virtual Community Caribbean ICT Stakeholders (CIVIC)

The Virtual Community Caribbean ICT Stakeholders (CIVIC) is a virtual network and multi-sectoral regional which brings together around 300 members / as. It includes individuals from all sectors (government, international cooperation, academia, NGOs, civil society, regional organizations, businesses, etc..) Who have an interest in promoting the use of ICTs for development in the region.

Existence since November 2002, where he was formally founded as a result of the Roundtable ICT Caribbean held in Barbados in October 2002 with support from the Institute for Connectivity in the Americas (ICA) and the International Telecommunications Union (ITU). CIVIC common description is "permanent virtual forum of Caribbean actors / actresses of ICT and space for sharing information, holding discussions, networking and linking ideas, actors, projects or initiatives on ICTs for development in the Caribbean." The goals and objectives articulated in a book were discussed and agreed by the / as members at that time (January 2003). These are: "To contribute to building a common vision / perspective on ICTs, and promote Caribbean strategy and / or regional actions for the entire Caribbean."

Since 2002, besides the ongoing multilateral trade, has developed online regional common positions for global summit processes (such as WSIS and WGIG), have produced knowledge in various areas, and has woven a network by integrating the main TICpD actors in the Caribbean.

Despite these achievements, we have diagnosed the need to promote additional capabilities and a more efficient mode of operation to allow more effective CIVIC promote ICT for development in the region. Specifically, we have identified the following needs:

§ Increase advocacy capacity of CIVIC in public policy at both regional and national

§ Maintain multi-sectoral composition of the membership only CIVIC including government officials, businessmen /, academics / as, program officials in regional agencies, NGOs, social activists and international cooperation

§ Increase the participation of key actors not speaking Caribbean Anglo

§ Increase the incidence of CIVIC in research, production and dissemination of knowledge in subject areas relevant to the Caribbean TICpD

§ Increase the capacity of actors in the Caribbean in the conceptualization, design, implementation and evaluation of projects and TICpD programs

§ Increase regional collaboration in research and projects TICpD

§ Improving sustainability and self-management mechanisms CIVIC

Annex 2: On CarISnet

The consortium CarISnet [5] is composed of the Caribbean 4 organizations dedicated to promoting the strategic use of ICTs for development in the Caribbean: Taigüey Foundation (Dominican Republic) Sustainable Development Network of Jamaica - JSDN (Jamaica), DevNet (Guyana), the Haitian Association Development of ICT - AHTIC (Haiti)

The original consortium was formed in 2005 to propose the project CARISNET-1 with the aim of consolidating the Virtual Community Caribbean ICT Stakeholders (CIVIC). The project received support from the International Development Research Centre (IDRC), and was implemented between 2005 and January 2007. In 2007 the consortium made ​​a second project - CARISNET-2 - with the aim of contributing to social and economic development in the Caribbean region, by strengthening the capacities of the / as local stakeholders for regional collaborative action initiatives TICpD in the Caribbean. Before concluding, the project aims to lay the groundwork and develop a work plan for the consolidation of the Community Caribbean ICT stakeholders Virtual (CIVIC), as a regional mechanism to promote knowledge sharing, capacity building and collaboration among actors Caribbean ICT [6] .

A specific goal of this new phase is to facilitate the participatory design of a Strategic Work Plan for 2 years, aimed at consolidating CIVIC as a catalyst for TICpD in the region. The proposed strategic plan will consist of a coherent package of collaborative actions in different areas (ex: ICT for education, health, civil society, democratic participation and governance, economic competitiveness, applied research, among others) and transverse components (ex: multisectoral networks and peer collaborative project design, effective use of information tools, design of public policy and lobbying -). That is CIVIC 2.0 event that will gather some 100 actors / ICT key guidelines in the Caribbean region.

The consortium members are also CarISnet also partners to implement the project to support the Caribbean Telecentres (ACT!) (Appointed ACT! Ivate), scheduled to begin in mid 2008, with support from telecentre.org. See www.taiguey.org / activate for details.
