CIVIC 2.0 meet regional event 50 players from various sectors

The Foundation Taiguey, who coordinates the project CARISNET 2 to support the development of the Caribbean Community Virtual Actors / Actresses from ICTs (CIVIC) organizes from 11 to Nov. 14, 2008 CIVIC 2.0 a regional event and multi-sectoral Technologies Information and Communication Technologies (ICTs) for development and regional integration. The main component of the event is "the consultation CIVIC" that contribute to the development of a strategic plan of 2-3 years of the CIVIC community to confront the challenges we have in the field of ICTs for development in the Caribbean (such as ability for better impact on public policies, better knowledge of production, improved ability to manage projects TICpD, more regional collaboration projects, among others) but soon will have two days of training seminar design of TICpD, and one day training in handling channels of Web 2.0 (and moderation and facilitation of thematic subgroups). This will also be the opportunity to launch the new platform CIVIC 2.0

1 About the event

The event CIVIC 2.0 has 3 main components:

  • The main component is the "consultation CIVIC" that contribute to the development of a strategic plan of 2-3 years of the CIVIC community to confront the challenges we have in the field of ICTs for development in the Caribbean (such as ability to better influencing public policies, production of better knowledge, better ability to manage projects TICpD, more regional collaboration projects, among others).

- The two other components are:

  • Two-day training workshop on designing policies TICpD
  • A day of training in handling channels of Web 2.0 (and moderation and facilitation of thematic subgroups). This will also be the opportunity to launch the new platform CIVIC 2.0

2 Location and structure of the event

CIVIC The event will be held from 11 to 14 h of November 2008 at the Hotel Costa Caribe [1] in Juan Dolio, Dominican Republic. The following activities will be part of the event:

11 and Nov. 12 Training seminar in designing policies TICpD (30 members)

Nov. 12 A workshop for the sexes charge / as volunteers as the channels CIVIC 2.0 on facilitation and moderation of the discussion groups on issues relevant to ICT for development

13 and Nov. 14 Consultations CIVIC - extensive discussions that will lead to the development of a strategic plan of 2-3 years for CIVIC

3 More on the consultation CIVIC

The aim of the consultation CIVIC is to define a work plan and internal mechanisms for:

  • Increasing the capacity of incidence of CIVIC in the formulation of public policies at both regional and national
  • Increase research, production and dissemination of knowledge in the areas of TICpD relevant to the Caribbean
  • Increasing the ability of the players in the Caribbean in the conceptualization, design, implementation and evaluation of projects and programs TICpD
  • Increase regional collaboration in research and projects TICpD
  • Keeping the unique multi-sectoral composition of the membership of CIVIC and increase the participation of key actors of non-English-speaking Caribbean

4 More about the training seminar TICpD

This training seminar will cover topics from design of ICT for social development, economic and cultural development and policy for the development of the ICT sector itself, as well as bridges and convergence in the industry. The content of the seminar supported the strategic goals of developing skills and IDRC-CIVIC CIID

The training seminar will be conducted with the cooperation with the organization TICpD Jamaica, and will be led by Dr. Elaine Wallace, consultant in the ICT policy and regulation.,

The following areas will be covered during the two days:

  • ICT and development: as a concept TICpD
  • The context for design of public policies
  • Convergence of ICT, design of public policies
  • Regional and global networks of public policies
  • Divergence: digital divides in the global environment for ICT
  • ICT policy cross their integration into sectoral policies
  • Incidence and advocacy (advocacy), TICpD in practice

5 More about the training of the sexes managers / as volunteers as the platform CIVIC 2.0

A channel CIVIC is a subdivision within the platform CIVIC Web 2.0 and a subset of members who have a specific field of interest. A canal is being built on a combination of tools such as Web 2.0: a forum for discussion / specific mailing list and its archives, a library reference publishing blogs, pages of the members, and other collaboration tools. The channels can be thematic (ICTs in education, health, disaster management, SMEs etc.) Cross / oriented process (design, implementation, evaluation, policy, impact etc.) Or geographical (country, sub - region):

The training of the sexes managers / as volunteers as the channel include:

§ manage your channel, including how to use interface handler content, add resources, events, calendar, forums, translation tools, and so on. User-Level Management

§ How to facilitate and moderate groups, facilitation techniques (that is not only technical but on the facilitation and the social dynamics of virtual group.

The sexes charge / as the channel being selected sexes by the membership of the community CIVIC.

6 Financial Aid

Fifty (50) CIVIC members receive financial support to cover the costs of their participation in training and consultation, thanks to financial support from the International Center for Research for Development [2] Canada (IDRC-IDRC) to draft CARISNET 2

7 Languages Event

The consultation will be entirely with multilingual translation and interpretation in English, Spanish and French for several sessions. For the activities of groups will be supported interpreters "Whispering". The training will be in English, unless a significant non-English speaking group to be registered and able to manage additional resources.

8 Organization

The event is organized in the name of the community CIVIC [3] by the consortium CARISNET [4] with financial support from IDRC / ICA. The consortium is composed of 4 CARISNET organizations of the Caribbean: Taiguey Foundation (Dominican Republic) Sustainable Development Network of Jamaica - JSDN (Jamaica), DevNet (Guyana) and The Haitian Association for the Development of ICT - AHTIC (Haiti)

JSDN is in charge of defining the agenda and content, with the help of the team of volunteer reinforcements CIVIC; Foundation Taiguey of logistics; AHTIC of coordinating the development of the new platform CIVIC 2.0 which will be presented at the conference.

An additional number of members as volunteers are participating in the definition, design and planning of the event, with working groups and virtual meetings.

It has hired an outside consultancy providing professional support for the objectives of the event. A report on each of the training sessions and the results of the conference CIVIC will be compiled as part of the proceedings of the event

Annex 1: About the Virtual Community of Caribbean players in ICT (CIVIC)

The Virtual Community of Caribbean players in ICT (CIVIC) is a virtual multi-sectoral and regional which brings together about 300 members sexes. It covers individuals from all sectors (government, international cooperation, academia, NGOs, civil society, regional organizations, business, etc.) Who have an interest in promoting the use of ICTs for development in the region.

There since November 2002, where he was formally founded as a result of the Roundtable Caribbean ICT held in Barbados in October 2002, with support from the Institute for Connectivity in the Americas (ICA) and the International Telecommunication Union (ITU). The common description of CIVIC is "virtual Caribbean Forum of actors / actresses of ICT and space for sharing information, discussions, for interconnection and the bond of ideas, actors, projects or initiatives on ICTs for development in the Caribbean." The goals and objectives articulated in a booklet were discussed and agreed between the sexes members at the moment (January 2003). These are: "To contribute in building a vision / common perspective on ICT, and promote the Caribbean strategy and / or regional actions for the entire Caribbean."

Since 2002, in addition to the ongoing multilateral exchanges, has developed on-line regional common positions for the processes of global summits (such as WSIS and WGIG), have produced knowledge in several areas, and has woven a wide network by integrating the main TICpD players in the Caribbean.

Despite these achievements have been diagnosed with the need for additional capacity and promote a more efficient mode of operation to allow CIVIC more effectively promote ICT for development in the region. Have been specifically identified the following needs:

§ Increasing the capacity of incidence of CIVIC in the formulation of public policies at both regional and national

§ Keeping the unique multi-sectoral composition of the membership of CIVIC which includes government officials, business wear, academics / as the official agenda at regional agencies, NGOs, social activists and international cooperation

§ To increase the participation of key actors of non-English-speaking Caribbean

§ Increase the incidence of CIVIC in research, production and dissemination of knowledge in the areas of TICpD relevant to the Caribbean

§ Increasing the ability of the players in the Caribbean in the conceptualization, design, implementation and evaluation of projects and programs TICpD

§ Increase regional collaboration in research and projects TICpD

§ Improve the sustainability and mechanisms of self-CIVIC

Annex 2: On CARISNET

The consortium CARISNET [5] is made up of 4 organizations in the Caribbean devoted to promoting the strategic use of ICTs for development in the Caribbean: Taiguey Foundation (Dominican Republic) Network for Sustainable Development of Jamaica - JSDN (Jamaica), DevNet (Guyana), Haitian Association for the Development of ICT - AHTIC (Haiti)

The original consortium was formed in 2005 to propose the draft CARISNET-1 with the aim of consolidating the Virtual Community of Caribbean players in ICT (CIVIC). The project was supported by the International Center for Development Research (IDRC), and was implemented between 2005 and January 2007. See Section 1 in CARISNET www.carisnet.org for details and results of this project.

In 2007 the consortium made a second project - CARISNET-2 - with the aim of contributing to social and economic development in the Caribbean region, by strengthening the capacities of the sexes local players for the actions of regional collaboration in initiatives TICpD in the Caribbean. Before concluding, the project aims to lay the foundation and develop a work plan for the consolidation of the Virtual Community of Caribbean players ICT (CIVIC) as a regional mechanism for promoting knowledge exchange, capacity building and collaboration among the actors Caribbean ICT [6] .

A specific goal of this new phase is to facilitate the participatory design of a Strategic Plan Working to 2 years, aimed at consolidating CIVIC as a catalyst for TICpD in the region. The proposed strategic plan will consist of a coherent package of collaborative actions in different areas (eje.: ICT for education, health, civil society, democratic participation and governance, economic competitiveness, applied research, among others) and transverse components (eje.: networks and multisectoral peer, collaborative project design, effective use of information tools, design of public policies and lobbying -). It is The event will convene that CIVIC 2.0 to about 100 players / key lines of ICTs in the Caribbean region.
