30 October 2008
We report today from the headquarters of UNESCO, which has chosen to implement the project we sent in February called "strategic ownership of multimedia technologies for non-formal education for youth at risk and producing content for the Web 2.0 Community development Cienaga "which aims to integrate the sexes marginalized youth / as the community in the process of digital inclusion through the development and systematization of a process of non-formal education for young people at risk for the development of applications and content Web 2.0 enabling the use of technology for development. This project will be either interesting!
The project will be developed in the town La Cienaga, prov. Barahona, south of the Rep. Dominicana. It has a duration of 12 months and will be implemented by the Foundation Taiguey articulated with the project "For Digital Inclusion of the Municipality La Cienaga," through the Community Telecentre Guanaba.net, single point of access to the Internet throughout the town.
The project seeks to contribute to realizing the potential of the telecentre, following a process of ownership through the development of applications that allow the use of technology as a development tool (developed by young people) by promoting access to information according to local needs, the production and dissemination of local information and establishing channels of information exchange, serving implicitly means to strengthen the local cultural identity. Similarly intends to develop training processes aimed at young people, who do not recreate the school environment and to foster self-study and construction of knowledge that will enable them to enter the job market.

Justification for the project proposal
The high levels of dropouts among young people, as well as the lack of sources of jobs in the municipality and the strategic location for drug trafficking (some of this is introduced by the republic of Haiti and introduced by the coast), places to youth at risk and risk (of violence, gangs, drugs, sexual diseases).
The project aims to develop training processes, which does not recreate the school environment (which have deserted), and that enable self-study and construction of knowledge that will enable them to enter the job market. To attract / as within and Telecentro going into the training processes, these must be constructed from items and activities attractive to youth such as music, graphics, video, audio, and so on.
At present there is still a limited view of the use of ICT by the sexes Community / as meaning in many cases, as an end in itself, as a mere tool for entertainment or as a means "to the sexes youth do their duty. " This results in the exclusion of car / as community sexes and the misuse of this tool to contribute to local development by seeing it as something alien to their realities and not find concrete applications that can contribute to meeting their needs .
The project seeks to accompany a process of ownership through the development of applications that allow the use of technology as a development tool (developed by young people) by promoting access to information according to local needs, production and dissemination of local information and establishing channels of information exchange, serving implicitly means to strengthen the local cultural identity. With special attention will be placed in that language, content, modes of production and use of content, services and applications have to respond to local educational level, practical sense ay needs identified by the community.
The project starts from the premise that access to computers and the Internet alone does not make development, it is not just a problem of access to technology but of social engineering that allows the empowerment of the sexes actors / actresses for a process of meaningful transformation. We need to systematize practices, raise awareness of the potential, accompany people to meet their needs, and develop uses "meaningful".
